Won't let me create an account :(

I went to the site and it said i can't make another char under this ip. Do you know whats wrong?

I haven't made an account yet (unless the forum account automatically registers you for the game too) and I know nobody else has used my computer to make one because i have it passworded so nobody could have gotten on besides my dad and he doesn't play games so i highly doubt he would have just made an account for no reason.
